Transactions grouped by parallel execution level.

• Level 0: No in-block dependencies (coinbase, txs spending only external UTXOs)
• Level 1: Depends only on level 0 transactions
• Level N: Depends only on levels < N

All transactions within the same level can execute in parallel.
